In the Four Seas, a pirate at that level was almost the strongest one could find. Pirates of that caliber usually controlled several towns under their banner and counted as large armed forces.
Pirates with bounties over a hundred million, meanwhile, could only be found along the Grand Line.
And even on the Grand Line, where pirates were countless and powerful fighters were everywhere, pirates with bounties over a hundred million were strong among the strong. In the first half of the Grand Line, the sea commonly known as Paradise, the highest bounties generally did not exceed three hundred million.

Because Marine Headquarters Admiral Jovian had set his sights on Fish-Man Island. He would never hand beautiful mermaids over to anyone else.

It was the gathering place for Fish-Man Island’s orphans. However, due to poor management, it had completely turned into a paradise for thugs. "Don’t be scared!"
"We’re at the bottom of the sea, and there’s only one enemy!"
The pirate leader looked at the pirates around him whose legs had gone weak and tried to bluff.
Unfortunately, the pirates around him could not hear a word he was saying.

Jovian roared furiously. The thing Jovian hated most was people who bullied children.

The tiny mermaid looked at the furious Jovian, curled up into a ball, and looked utterly pitiful.

Jovian looked at the little mermaid curled up in a ball and pulled out a huge lollipop from behind him.
"Don’t be scared. Want some candy?"
Jovian looked at the adorable little mermaid and revealed an incredibly righteous smile.
"Slurp."
The little mermaid licked the lollipop in her hand and was instantly captivated by the wonderful sweetness. Then she kept licking the lollipop and lowered her guard against Jovian. That was the nice thing about children. Give them something to eat, and they would treat you as a good person. Though, to be fair, Jovian really was a good person.
"Mister, I want one too!"
When the other fish-man children saw Jovian giving the tiny mermaid candy, they all ran toward him.
"Get lost! I don’t have any candy for little boys!"
Jovian kicked a baby cuttlefish fish-man away. Even though the other kid looked like a stuffed toy and was rather cute, Jovian still struck. Jovian was fair. He treated all little boys equally!
The commotion Jovian caused seemed to attract the attention of some adult fish-men deep within Fish-Man District.
One vicious-looking adult fish-man after another walked toward Jovian.
"Hahahaha!"
"Hody Jones, we’re really lucky! To think we’d see a Marine at the bottom of the sea!"
"As long as we capture this Marine, we’ll definitely make the New Fish-Man Pirates famous. Then we can dominate the land and become the Pirate King!"
A fish-man covered in patterns looked at Jovian’s justice-bearing suit and laughed at the blue fish-man leading them. Fish-men had special ways of communicating underwater, perhaps similar to dolphins.
"Hahahaha!"
"What luck!"
The blue fish-man revealed a savage expression as he looked Jovian up and down.
"Huh? The New Fish-Man Pirates..."
Jovian frowned as he looked at the group of guys who seemed like background characters.
"Since you’re already calling yourselves pirates, you’d better be ready for what comes next!"
Jovian cracked his joints and walked toward the fish-men.
"Hahahaha?!"
"That Marine doesn’t seem scared of us!"
"Is he planning to fight us?"
"A human thinks he can beat us fish-men underwater?"
"Who does this Marine think he is, a Marine Admiral?!"
"Hahahahaha!"
The fish-men looked at Jovian and burst into laughter, as if they thought Jovian was hilarious.
Meanwhile, in Ryugu Palace, the legendary palace where the Great Knight of the Sea, King Neptune of Fish-Man Island, resided.
"Report!"
Several fish-man soldiers with expressions of utter terror ran into Ryugu Palace, entering the hall where Neptune was.
"What has you in such a panic?"
"Do you even know where you are? How can you behave so disrespectfully?!"
Inside the palace, Neptune’s minister looked at the panicked soldiers and scolded them.
"We apologize. We were rude! We have urgent news to report!"
Hearing this, the soldiers all dropped to their knees and spoke anxiously to Neptune.
"No matter what it is, you are still not allowed to..."
The minister remained furious. He felt that the manners of these people were far too lacking.
"Enough. We can talk about etiquette later. Tell me what happened."
At that moment, Neptune stopped the minister and spoke to the soldiers before him.

Jovian kept pressing his foot down on Hody Jones’s head while asking his question. He had deliberately spared the other man’s life just so he could ask why the hell Hody had been so arrogant and dared act so cocky in front of Jovian.
