Chapter 124: Citadel District

For the next three hours, Max and Jeremiah studied together.

They arranged the study in a simple way—Max would have to read the book first. Once he was finished, Jeremiah read the entire book three times faster than him.

Max was then reviewing what he had read by scribbling them into the papers, waiting until Jeremiah was finished.

Thankfully, his intelligence points were way above average mages, so he consumed contents like he was drinking water.

When he finished reviewing, it was now time to discuss with Jeremiah what they had learned.

After their first discussion, Max discovered that Jeremiah had indeed the capability as his mentor.

Even when his intelligence points were higher than Jeremiah, the latter could easily grasp the contents with extreme familiarity and experience.

Max was delighted. He could learn faster together with Jeremiah.

The latter could not only be his mentor, but also more of his assistant.

Max met with the Commander in his office, and the latter didn’t linger longer and, with his personal horses, led Max to the Citadel District.

The Citadel District served as the political and administrative heart of Dunmarrow, housing the principal institutions responsible for governing Mirefall Province.

From this district, provincial policies were implemented, public records were maintained, taxes were administered, infrastructure projects were authorized, and coordination between civilian agencies and the military was conducted.

Unlike the bustling commercial districts or fortified military compounds elsewhere in the city, the Citadel District was characterized by broad stone avenues, carefully planned plazas, landscaped courtyards, and imposing government buildings constructed according to Imperial architectural standards.

Every structure emphasized permanence, order, and administrative authority rather than military intimidation.

The district remained active throughout the day as provincial officials, military officers, Church representatives, Arcane administrators, merchants, and citizens conduct official business.

Government messengers traveled constantly between departments, while clerks, inspectors, and civil servants maintained the daily operations of the provincial administration.

Despite being the center of government, the district was not closed to the public.

Citizens may enter designated administrative buildings to register property, pay taxes, obtain permits, submit petitions, or request official services.

Access to secure government offices and strategic facilities, however, required authorization.

The Citadel District also served as the primary point of coordination between the Province of Mirefall and the Imperial Government in Aurelion Prime.

Official decrees, provincial reports, military summaries, and administrative correspondence were transmitted through this district before being forwarded to the Imperial Capital.

The district was arranged around a central administrative square, from which several broad avenues extend toward the city’s principal districts.

The layout was divided into five principal sectors: the Government, Military Coordination, Judicial, Administrative Services, and Diplomatic Reception sectors.

The Commander led Max to the Government sector, specifically on the Governor’s Citadel—the seat of the Provincial Government and the most important civil building within Mirefall Province.

It was constructed atop a gently elevated foundation overlooking the administrative square.

Citadel dominated the surrounding district with its white granite walls, slate rooftops, and fortified administrative towers.

The Citadel served as the official workplace of the Provincial Governor and senior administrative officials.

Nearly every major provincial policy originated within its chambers before being implemented throughout Mirefall.

The Governor’s Citadel consisted of four interconnected wings surrounding a large open courtyard.

The architecture reflected the Imperial Administrative Standard, characterized by white granite foundations, reinforced limestone walls, tall arched windows, copper-clad roofs, covered stone colonnades, formal gardens, and a central fountain plaza.

After Max and the Commander parked their horses in the stable, they entered the Governor’s Citadel.

The interior favored spacious corridors, vaulted ceilings, polished stone floors, and extensive natural lighting.

Rather than emphasizing luxury, the design communicated stability, professionalism, and permanence.

Imperial banners bearing the crest of Valtherion hang throughout the halls alongside the provincial insignia of Mirefall.

The Commander and Max proceeded to the Governor’s office without delay.

The Governor’s office occupied the highest floor on the central wing.

It served as the Governor’s primary administrative workspace and the location where provincial directives were approved.

The Commander had already notified the Governor’s office prior to them leaving from the Command Hall, and the Governor himself had already confirmed his availability to entertain them.

Or, more like to complete the imperial decree.

As they reached the highest floor, proceeding to the hallway where it led to the Governor’s Office, the Commander finally shared information to the Governor’s identity.

He said, "Governor Elian Valtoris is the provincial governor of the Mirefall Province. He’s an A-rank, with an Architect of Fate class.

This class reflects his expertise in coordinating complex systems, anticipating logistical needs, and balancing the competing demands of governance.

He works closely with the Arcane Authority, the Holy Church, and with us, the Military Headquarters.

So, I can say I’m already familiar with him. You don’t need to be so tensed with him, he’s an easy going person, even when everything is stressing him out."

Max nodded.

He actually didn’t care about the Governor. He only wished to receive his rewards now...
