Chapter 136: Both Things

Carthon, The Working Office, Then the Council Chamber — Spring

The decision arrived the way the genuine decisions arrived, not in the form of the single moment where the conclusion presented itself with the clarity the performed version required, but in the accumulated form, each element of the accumulation adding to the prior elements until the weight of the whole exceeded the weight of the resistance and the thing that had been building became simply the thing that was.

Amari had been making the decision for eleven months.

He understood this on the morning of the spring’s fifty-third day, sitting at the working desk before the runners arrived and the council’s agenda asserted its requirements, in the specific stillness of the early hour that the significant understandings used when they wanted the honest reception rather than the reception complicated by the day’s demands. The staff rested against the desk’s edge where it had rested since the night of the crown, in the position of the instrument rather than the symbol. Outside the window, Carthon was conducting itself in the quality of the early morning, the administrative quarter holding the particular stillness of the hour before the work began.

He had been making the decision since the first month of the transitional governance, when the work had revealed itself as the kind of work that required not the temporary custodian but the person who understood what the work was for and who would conduct it in that understanding across the long timeline the long timeline required. He had been making it through the crown ceremony and the room of ceremonial objects and the nine months of the journal’s notation and the botanical record’s summaries and Dara’s inspection circuits and all of it, each element of the accumulation adding its weight to the thing the accumulation was building.

The decision was not whether to be king.

He had been king in the functional sense since the third month of the transitional governance, when the council had first organized its deliberation around his assessment and when the settlement liaisons had begun arriving with the expectation of the audience and when the runner communications from the northern communities had begun addressing the correspondence to the governance’s leadership in terms that meant the person rather than the institution.

The decision was whether to be king in the honest form rather than the adequate form.

The distinction was the distinction he had been working toward since the second letter, which he had written in the grief’s form finding the form of action, and which he understood now, in the early morning of the spring’s fifty-third day, as the letter that had described the decision before the decision had arrived in the legible form, the letter being the instrument of the thinking that preceded the understanding the thinking produced.

He was not accepting the role because he wanted it.

He was not accepting it because the alternative was unavailable, which would have been the form of the resignation rather than the decision.

He was accepting it because the honest accounting of what the work required and what he had that the work could use produced the acceptance as the accurate response rather than the chosen one, the accurate response being the form available to the person who had been conducting the honest attention to the genuine condition long enough for the honest attention to become the condition of the interior rather than the applied technique.

He sat with this in the early morning and let it be the full form.

Then he thought about Karim.

And Reiss.

And the seventeen-year-old.

And Conrad at Brennan Crossing in the form Conrad had chosen, fighting not to win but to make the cost real.

He thought about Hans, who had organized everything around what would remain and who had understood that the remaining was not the person but the thinking, and who had transmitted the thinking in the form of the demonstration rather than the instruction because the demonstration was the form the genuine inheritance required.

He thought about the three letters in his jacket pocket, the pocket being the working jacket rather than the ceremonial one, the working jacket being the form of the continuing rather than the occasion.

The cost was real.

He owed it to the cost to do it properly.

Both things were the complete statement, and he received them as the complete statement and did not add the elaboration that the performed version would have added, because the elaboration would have been the management of the accurate form into the shape of the significant moment, and the significant moment was not the form the genuine decision required.

He picked up the notation instrument.

He wrote the communication to the council in the plain language of the accurate statement, the communication being three sentences and requiring nothing more than three sentences, and set it in the runner’s tray for the morning’s delivery.

He had been king for eleven months.

He would now be king in the honest form.

The distinction was everything.

The council received the communication with the specific quality of people who had understood for eleven months that the communication was coming and who were receiving it now in the form of the confirmation rather than the information, the confirmation requiring the appropriate response and the appropriate response being the acknowledgment that expressed itself through the continued work rather than through the ceremony.

Councillor Dara read the three sentences and looked at the runner’s tray and then at the window and then at the working record’s current page, which held the eastern corridor’s most recent infrastructure notation and the botanical record’s fifty-third day summary and Petra’s spring assessment from the Caldris Plain.

She said: "The spring planting coordination in the northern settlements needs the resource allocation finalized before the week’s end."

Which was the form the acknowledgment took when the person offering it understood that the acknowledgment the decision required was not the performed acknowledgment but the acknowledgment of the continuing, the continuing being the form the decision expressed itself in rather than the ceremony being the form.

She returned to the working record.

The work continued.

The second decision Amari made that morning was not communicated to the council.

It was made in the interval between setting the communication in the runner’s tray and picking up the day’s first documentation, the interval being the specific duration of the genuine sitting-with that the second decision required before it was the decided thing rather than the approaching thing.

He had been working toward it since the third month of the journal’s notation, when the thinking had arrived at the implication that the prior layer had not yet reached, which was the implication of the staff’s transmission and what the transmission required of the person who had received it.

The alien civilization that had imprisoned this world’s covenant had not accounted for the specific accumulation of the work.

This was the thing the transmission had shown him in the layer beneath the accounting of what had been done, the civilization’s record of the expansion logic and the imprisonment and the consumption containing within it the record of the thing the civilization had not anticipated when it had designed the signal’s encoding, which was that the world it had suppressed would produce, through the specific mechanism of the suppression’s effect on the living things conducting themselves within it, the people who would conduct the genuine work across the genuine difficulty across the honest timeline and would produce, through that conduct, the accumulated quality the signal required.

The civilization had designed the signal for the exceptional person.

The world had produced the accumulated person.

The distinction had not been accounted for.

He sat with this and held it in the quality of the honest attention to the implication rather than the quality of the performed realization, the implication being that the civilization’s model of this world was incomplete in the specific way of the model that had been built from the outside rather than the inside, from the observer’s position rather than the position of the thing being observed, the model containing the variables the observer had identified as the relevant variables and not containing the variables the observer had not identified.

The accumulated person was a variable the model had not contained.

The accountability structure arriving in response to the signal was arriving in response to the evidence of the violation as the civilization’s model understood the violation, which was the violation of the civilization’s own foundational structure, the accountability structure’s function being the internal correction of the expansion logic’s excesses rather than the reversal of the expansion itself.

He did not know what the accountability structure’s arrival would produce.

He did not know the form its correction took or the scope of what the correction would address or whether the correction was organized around the this world’s restoration or around the civilization’s own internal equilibrium, the two potentially overlapping but not identical in their requirements.

What he knew was that the civilization’s model of this world was incomplete.

And that the incomplete model was the gap.

And that the gap was the form available to the work.

He had understood since the second letter that the sufficient form was the work toward the sufficient form rather than the arrival at it, the work being organized around the genuine condition rather than the convenient category, the genuine condition being larger than the available framework and the available framework being the thing the genuine thinking expanded into the larger form over time.

He had been conducting the governance with the tools the governance required.

He would also conduct the other work, with the tools the other work required, which were different tools in the form of the different work and which he did not yet fully have, the having being the thing the conducting would produce over the long timeline the long timeline required.

He did not know what form the using would take.

He knew it would begin with the understanding of the civilization’s model and where the model was incomplete, and that the understanding required the full account, and that the full account was longer than he had expected and that he was still reading it, and that the reading was the form the work began from.

He picked up the day’s first documentation.

Both things simultaneously.

In the council chamber that afternoon, the governance conducted itself in the form the governance had been conducting itself in since the third month of the transitional period, which was the form of the genuine deliberation rather than the performed kind, the deliberation organized around the accurate assessment of the actual condition rather than the convenient version of it.

Amari sat at the chair that had become, across eleven months, the chair the governance organized itself around, not through the ceremony of the assignment but through the accumulated quality of the work conducted from it, the chair becoming the chair by the same mechanism that the working office had become the working office and the eastern corridor communication had become the eastern corridor communication, which was the mechanism of the genuine function performed in the genuine form across enough time to become the condition rather than the event.

He listened to the spring planting coordination’s resource allocation problem with the honest attention and found, in the listening, the thing the problem’s structure contained that the council’s initial framing had not been looking for, which was the unused coordination between the northern settlements’ logistics network and the western corridor’s surplus allocation that Senna’s runner communication from the third week of the spring had notated.

He pointed at the coordination.

Councillor Dara looked at the notation and then at the working record’s relevant page and then at Amari with the expression of someone who had arrived at the same place through the immediate reading and who was confirming the arrival.

"The western surplus," she said.

"Senna’s communication from the third week," he said. "The northern timeline requires the format that the communication system’s priority handling permits. If the request is submitted today, the surplus arrives before the planting window closes."

Dara submitted the request through the appropriate channel.

The council moved to the next item.

Amari listened to the next item with the same honest attention and found, in the listening, the thing the next problem’s structure contained, and pointed at it, and the council addressed it in the form the addressing required.

This was the form the governance took when it was conducted honestly, which was the form of the person who understood the actual condition finding the actual thing in the actual problem and pointing at it in the flat quality of the accurate identification rather than the quality of the direction, the direction being the form available to the person who understood better and the accurate identification being the form available to the person who had looked more carefully, and the looking more carefully being the form the honest attention produced rather than the form of the exceptional understanding.

He had been conducting this for eleven months.

He would continue conducting it.

The governance was the foundation.

The foundation had to be stable before the structure it supported could bear what the structure would need to bear.

After the council session, in the working office’s early evening with the day’s documentation resolved into the completed pile and the lamp’s quality low and warm against the spring night’s approaching cold, he opened the journal to the current page.

He wrote:

The second decision made this morning. Not communicated. Not yet the form that communication requires. The form the second decision is in is the form of the beginning rather than the form of the communicated thing, and the beginning is not the form available for communication because the beginning requires the long timeline before it is the thing the communication describes rather than the approach to it.

What I know: the civilization’s model is incomplete. The incomplete model is the gap. The gap is the form available to the work.

What I know: the accountability structure is arriving in the form organized around the civilization’s internal correction rather than this world’s restoration. The two may overlap. The overlap is where the work lives.

What I know: the accumulated person was not in the model. The model did not account for the honest work conducted across the genuine difficulty across the honest timeline producing the quality the signal required. The model’s incompleteness is not the random gap but the specific gap of the thing observed from outside rather than known from within.

What I do not know: the form the using will take. The timeline of the accountability structure’s arrival. Whether the correction will address the remaining four gods or only the violation’s accounting in the civilization’s internal record.

What I begin with: the record. The full account. The journal. The long timeline. The work toward the adequate understanding before the adequate understanding is required to support the weight of the action. Hans did not give Conrad the strategies. He gave Conrad the thinking. The thinking is what I have received. The strategies are what the thinking will produce over time.

Both things simultaneously. The king and the person who received the transmission. Neither canceling the other. Both continuing.

He closed the journal.

He looked at the staff.

The staff held its quality in the lamp’s evening light, the carvings along its length present in the form of the completed thing rather than the active instrument, the primary function concluded and the object now the record of the conclusion rather than the tool of it.

It was also the beginning of the next thing.

He had understood since the autumn that the staff was not only the record. The signal it had transmitted was still transmitting, in the ambient quality of the mana’s movement through the living world’s substrate, toward the boundary and the people who had been waiting for it. The staff was the instrument of the ongoing transmission rather than the instrument of the single event.

He had been thinking about this since the sixth month of the journal’s notation, in the specific form of the question that the thinking arrived at when it had worked through the prior layers and found the layer beneath them, which was the question of whether the transmission was passive, moving through the mana by the ambient quality of the thing expressed rather than the directed form, or whether the transmission could be actively conducted.

The monks’ practice in the valley was affecting the mana’s quality.

The mana’s quality was affecting the substrate paths. 𝕗𝚛𝚎𝚎𝐰𝗲𝗯𝗻𝚘𝚟𝚎𝗹.𝕔𝐨𝕞

The substrate paths were carrying the lateral movement in the direction of the original condition.

The practice was the active form of the thing that the staff was the instrument of.

He was not trained in the original practice.

He had the staff and the journal and the nine months of the thinking and the governance as the foundation and the long timeline.

He had time.

He would learn.

Both things simultaneously.

He opened the day’s final documentation, the eastern corridor’s spring planting coordination result notated by Dara in the flat quality of the completed thing, the surplus having arrived within the planting window through the communication system’s priority format, one settlement’s deficit resolved through the honest attention to the actual problem rather than the available solution.

He read it and filed it in the completed pile.

He picked up the next document.

The king and the person who had received the transmission, conducting the work in the forms both required, in the spring evening, in Carthon, with the lamp’s low warmth and the journal in the working drawer and the staff against the desk’s edge and the long timeline ahead, neither canceling the other, both continuing.
