Chapter 58: The Hokage’s Office

Ren barely had time to change his suit jacket before the ANBU appeared.

The masked shinobi had materialized in the courtyard of Ren’s newly renovated teahouse, politely but firmly delivering a summons from the Hokage. Ren wasn’t surprised. A fifty-man golden convoy rolling through the gates was bound to trigger alarms at the highest levels of the village administration.

An hour later, Ren walked into the Hokage’s office.

He had left Kakuzu and Pakura at the estate. This wasn’t a fight that required chakra or intimidation; bringing S-rank mercenaries into the Hokage Tower would only give the council a legal excuse to detain him.

The office was bright, smelling faintly of ink and pipe tobacco. Sitting behind the massive mahogany desk, wearing the crisp white and red robes of the Fourth Hokage, was Minato Namikaze.

Minato looked tired, but his blue eyes were sharp. Standing to his left, smoking his pipe, was the retired Third Hokage, Hiruzen Sarutobi. Flanking them were the strict administrative advisors, Koharu and Homura.

And standing in the shadows near the far wall, leaning heavily on a wooden cane, was Danzo Shimura.

The Konoha Council.

"Ren," Minato smiled warmly, offering a polite nod. "It has been a long time. You’ve grown quite a bit. Welcome back to the village."

"Thank you, Lord Fourth," Ren replied, offering a respectful bow. "It’s good to be home. Congratulations on the appointment, by the way. It’s well deserved."

"I appreciate that," Minato said gently. "Though I must admit, your arrival yesterday caused quite a stir among the gate guards. Your... entourage... is not exactly standard for a civilian merchant."

"The roads between the Capital and the Leaf can be unpredictable," Ren answered smoothly. "I prefer to ensure my inventory arrives intact."

Koharu stepped forward, her expression severe, completely bypassing Minato’s polite small talk.

"Let us speak plainly, Uchiha," Koharu said, her sharp eyes scanning his expensive tailored clothing. "Konoha is in a period of vital reconstruction. The war drained our reserves. Under the village’s Emergency Prosperity Act, any citizen who accumulates significant wealth using Konoha’s infrastructure is required to make a wartime asset contribution to the village treasury."

Homura nodded in agreement. "Given the sheer scale of the convoy you brought through our gates, the council expects a substantial tariff on your operations moving forward."

Ren didn’t blink. He had just played this exact game with the Uchiha elders an hour ago. The village council was using the exact same playbook, just with different legal phrasing.

"I completely understand the village’s need for resources, Councilors," Ren said, his voice perfectly even. "However, I’m afraid I cannot comply with an asset contribution."

Koharu’s eyes narrowed. "It is not a request, boy. It is village law."

"Village law applies to Konoha-registered assets," Ren corrected politely, pulling a small, folded document from his coat pocket and placing it directly on Minato’s desk. "My company is fully incorporated in the Fire Capital. My warehouses, my production lines, and my financial holdings are entirely under the jurisdiction of the Fire Daimyo."

Minato picked up the document. His blue eyes scanned the royal seals and the trade protections outlined on the parchment. A faint, almost imperceptible smirk tugged at the corner of the Fourth Hokage’s mouth as he realized exactly what Ren had done. He silently handed the document to Hiruzen.

"If the village attempts to seize my assets or heavily tax my shipments, I will have no choice but to halt my supply lines to offset the costs," Ren explained calmly to the elders. "And if I halt my supply lines, the Daimyo’s wives will not receive their silks. The Capital ministers will not receive their imported teas. The royal court will be very inconvenienced."

Ren looked directly at Koharu.

"If the royal court is inconvenienced, they will ask me why," Ren said softly. "And I will have to tell them that Konoha’s administration is extorting their primary supplier. I imagine the Daimyo would heavily reconsider his annual military funding for the Leaf if that were to happen."

The office went completely silent.

Koharu and Homura stared at the eighteen-year-old in absolute disbelief. He wasn’t yelling. He wasn’t threatening them with violence. He was politely, factually explaining that if they touched his money, he would legally starve the village of its national funding.

He had politically checkmated the Konoha Council in less than three minutes.

Hiruzen let out a long, heavy sigh, puffing a cloud of smoke toward the ceiling. Minato simply folded his hands on the desk, his expression returning to a professional calm.

"The Daimyo’s writ is absolute," Minato stated, his voice carrying the finality of the Hokage. He looked at his advisors. "Ren is a private citizen operating under royal protection. The Emergency Act does not apply here. There will be no tariffs."

Koharu looked like she had swallowed a lemon, but she bit her tongue and stepped back. Homura simply scowled, looking away.

"I appreciate your understanding, Lord Fourth," Ren smiled, retrieving his document and slipping it back into his pocket. "Konoha’s hospitality is exactly as I remembered."

"Enjoy your visit with your family, Ren," Minato said pleasantly.

"I will," Ren nodded. "If you’ll excuse me, I have a donation of medical supplies I need to drop off at the hospital."

Ren turned and walked out of the office, the heavy oak door clicking shut behind him.

The moment he was gone, the tension in the room spiked.

"Minato, you cannot allow an Uchiha to hold that kind of financial leverage over the village," Koharu snapped, her composure cracking. "The Daimyo’s writ—"

"Is legally binding, Koharu," Minato interrupted, his voice dropping its warmth, replacing it with firm authority. "If we press him, he will retaliate through the Capital. We cannot afford a budget cut right now. Leave the boy alone. He is protecting his livelihood."

Hiruzen nodded slowly in agreement, though his eyes were troubled.

In the corner of the room, Danzo Shimura remained entirely silent.

He hadn’t spoken a single word during the entire exchange. His single, exposed eye remained fixed on the wooden door Ren had just walked through.

Danzo didn’t care about the Daimyo’s taxes. He didn’t care about the trade tariffs. What he cared about was control, and the boy who had just walked out of the room was an anomaly who was completely, terrifyingly outside of Konoha’s control.

A shield made of royal paper, Danzo thought coldly, his grip tightening slightly on his cane. Clever. But paper burns.
