Yet, Dodai was certain. This was the closest guess to Genya’s real intentions.
"What? You mean he wants to merge the ninja world into one nation, merge the villages?" Raikage Ai frowned, his tone growing heavier.
This... was unbelievable.
"You’re saying he wants to eliminate war between villages? Merge them into one?" Raikage Ai snorted coldly, full of disdain. "Do you really think he can pull that off? Heh... even Hashirama couldn’t do it. What makes him think he can?"
