Dodai frowned as he replied, though he was leaning toward agreeing to participate in this Chunin Exam in Konoha.

"The greatest source of instability?" The Raikage scratched his head. "Various organizations in the ninja world? No... Atsukara is also an organization!"
He couldn’t quite figure out what Dodai was getting at.
Dodai sighed. The Raikage’s mind was straightforward. He didn’t expect him to fully grasp it, but he spoke with a hint of helplessness.
