He noticed an important fact. According to Lin Wu, the weapon refining masters were also employed by the dynasty.
The Sanctuary Dynasty would not bind them with a Divine Soul contract because they tried to win them over instead of controlling them. Hence, Ye Liuyun could easily take action against them.
However, there were too many people around for him to voice his plan. If any of his men were captured and being mind-searched while they were going to the Sanctuary land, his scheme would be exposed.
Besides, whether his plan would even work remained to be tested.
Meanwhile, they discussed potential landing spots. On that, Mo Tianheng proposed that they first scout the area.

"Criminals who got caught will have their tokens confiscated, turning them into stateless slaves. Anyone found without a token will be seized on the spot."
"They have things like that? How can a token store identity information?" Qiong Qi voiced his curiosity.
"Where can we get one of those?" Mo Tianheng hadn’t accounted for such restrictions. The last thing he wanted was to be caught and enslaved.
"Tokens are issued by the City Lord Manor of their birth state," Liu Tianfeng explained. "The identity details are inscribed by a registrar with divine sense, and sealed by the city lord Manor’s mark. It is impossible to forge them."
As for how they could obtain one? None of them had a clue.
"Why don’t we just capture a registrar and control his mind with Divine Sense?" Mo Shaowen suggested.
Lin Wu shook his head vehemently. "It’s not that simple. Officials that important are already bound by Divine soul contracts and carry their identity tokens respectively. The moment they’re under control or killed, the city lord’s Manor would know right away."
Just then, Ye Liuyun, who had just captured a martial practitioner of Omnipotent Level, chimed in, "I know how to get one."
The martial practitioner he caught was Yu Yao, a man of few words.
"How can a non-local here get an identity token?" Lin Wu and Liu Tianfeng exchanged doubtful glances.
Yu Yao clarified, "I had mine confiscated once. Then, I purchased one through ’Stygian’ to join the military."
"Stygian?" The name sent a ripple of shock through Lin Wu and Liu Tianfeng
Ye Liuyun chimed in, "What’s a ’Stygian’?"
"Stygian is a clandestine assassin syndicate," Yu Yao explained. "However, they don’t just deal in killings. They trade goods, information, or just anything you demand, provided you’ve got the coin. They’ll get anything for you."
"So Stygian truly exists?" Lin Wu couldn’t help but blurt out.
"That’s right," Yu Yao confirmed, though his expression made it clear he wasn’t keen on elaborating.
Ye Liuyun instantly probed deeper through the Slaving Seal.
With that, he discovered that Yu Yao had previously been a robber who had his identity stripped by the state before he broke out of jail. Before joining Stygian, he spent years evading capture, even taking contracts for assassinations.
Once he’d earned enough, he bought a new identity token and left the organisation. For a contractor like him, Stygian did not impose a strict rule, and he could come and go as he wished.
But of course, no one liked having their past discussed. The Sanctuary Dynasty aimed to destroy the Stygian, the clandestine organisation. For the perpetrator and their whole family, being associated with them meant execution.

"The Stygian don’t deal in straightforward transactions. The only way to get resources from them is by becoming a part of their organisation. We can take on their contracts in exchange for what we want. They will assign missions based on the target’s value, so the difficulty varies."
"But if you want to buy an identity token outright, you’d have to bribe one of their assassins to take the contract for you. However, you risk having the assassin take your money and vanish."
"And it occurs frequently. Many of the Stygian are vicious criminals from all walks of life. Betrayals and murders committed for financial gain are not uncommon. Being trustworthy isn’t exactly one of their strong suit."
Undeterred, Ye Liuyun remarked, "Then we’ll just steal one of their contracts and play assassin for a time." He was genuinely interested in the true nature of this Stygian organisation.
Red Mansion of the Scarlet Cardinal House was an assassin guild too, so the term didn’t bother him.
"Former Stygian contractor like myself can only bring one person in at a time. I can’t all of you in," Yu Yao said hesitantly.
"No problem. Just take me in first," Ye Liuyun replied. He wasn’t going to risk sending everyone in blindly. He decided to scout the organisation himself.
The others noticed the two of them had been communicating silently and reckoned that they were discussing the Stygian. There must be something that could not be spoken aloud. So they didn’t press further.
As long as Yu Yao knew how to get it, Ye Liuyun would worry about the rest.
Yu Yao shrugged as Ye Liuyun repeated his question about where they should land. "Any city will do. The Stygian is present in all of them."
Additionally, he cautioned Ye Liuyun that arriving in the city with a flying vessel might attract the City Lord Manor’s attention. If they were caught without an identity token, they risked being arrested on the spot.
Therefore, Ye Liuyun stored the others in his Spatial World, put the flying vessel away, and randomly selected a big city before landing. They landed outside the city walls and entered on foot with Yu Yao by his side.
There were guards posted around the city, but they were just there to maintain order, not to verify identification tokens or collect fees.
With busy throngs lining the streets, the city maintained an excellent public order.
