Chapter 133: Imperial Charter and Constitutional Framework
There were still eighteen hours left for Max to spend until the limit of his NovaPro Immersion Pod.
As soon as Max returned to his residence, he immediately proceeded to the library and wrote a journal.

To achieve that, I must set a disciplined training schedule.

Max paused and finally summoned his Radiant Oracle to wisely manage his time for the remaining eight months.
He also shared to Jeremiah his plan for entering reclusive to strengthen his and his radiant knight’s combat strength.
"My end goal within this year is to kill a Greater Demon closer to a Demon Lord.
That’s why we have to work harder."
Jeremiah nodded enthusiastically.
Thrilled by his master’s decision, he provided advised until they finalized their time management.
Max allocated 12 hours into studying in the library, 4 hours into training, and 8 hours into meditation.
For 12 hours into studying, he would only summon Jeremiah while he could still summon the rest of the warriors and rangers taking turns to train by themselves in the training courtyard.
And while he was training for the rest of the 4 hours, Jeremiah would continue to consume the contents in the library.
During the meditation, given that his maximum active knights to be summoned was five, he had to take turns summoning the mages and support, practicing to increase his proficiency of his Summon Radiant Knight’s passive skills.
This was his main schedule for the next four months, as he believed that by then, all the contents in the library would be consumed, having to allocate the remaining 12 hours to other matters they still had not decided to.
As for the eight hours straight for him to be away, Max had already decided to allocate that time for his character to rest.
Once they were finished, there were still five hours left for them to continue studying in the library, so they continued where they left off.
He didn’t summon his warriors or rangers as he planned to officially start the reclusion tomorrow.
They were already finished with the first and second volume of the Imperial Charter and Constitutional Framework.
The first volume recorded the legal establishment of the Empire of Valtherion as it defined the constitutional principles that govern the Empire’s existence.
It outlined the origin of Imperial authority, the purpose of the Imperial state, and the fundamental relationship between the Imperial Crown, its institutions, and its citizens.
Rather than detailing historical events, the volume served as the Empire’s constitutional preamble and foundational legal declaration.
The first volume covered principal subjects such as the establishment of the Valtherion Sovereignty, the sovereignty of the Imperial Crown, national purpose and responsibilities, the territorial integrity of the Empire, the recognition of Imperial institutions, constitutional supremacy, legal continuity of the Imperial government, and official Imperial symbols and provincial emblems.
It tackled the constitutional foundation of the Empire.
The second volume, meanwhile, focused on Government Administration.
It defined the organization of the Imperial Government and the distribution of administrative authority throughout the Empire.
It outlined the hierarchy of governmental institutions, their respective jurisdictions, and the legal relationships between the Imperial Crown, Imperial ministries, provincial governments, military organizations, judicial bodies, and recognized independent commissions.
Rather than focusing on individual office holders or administrative procedures, the volume served as the Empire’s principal reference for governmental organization and institutional authority.
The second volume covered principal subjects such as the authority of the Imperial Crown, the composition and advisory functions of the Imperial Council, the responsibilities of the Imperial Ministries, the structure of the Imperial Army, the organization of provincial governments, the legal establishment of independent Imperial commissions, and the administrative relationships between the Empire’s governing institutions.
It discussed the governmental framework through which the Empire exercised executive, military, judicial, and administrative authority.
Now, they were on the third volume, tackling the Civil Law.
It defined the legal status of Imperial citizenship and established the rights, protections, and obligations afforded to every recognized citizen under Imperial law.
It outlined the legal relationship between the Empire and its citizens, establishing the standards governing civil status, public order, legal protection, civic responsibility, and social classifications recognized throughout the Empire.
Rather than functioning as a criminal code or judicial manual, the volume served as the Empire’s principal legal reference concerning citizenship and civil rights.
The third volume covered principal subjects such as citizenship registration and recognition, civil rights and legal protections, property ownership, commercial rights, freedom of movement, civic obligations, taxation, military service eligibility, recognized social classifications, public order regulations, and the legal responsibilities expected of Imperial citizens during times of peace and emergency.
It focused on the legal rights, responsibilities, and civic framework governing the relationship between the Empire and its people.
Reading the third volume made Max feel reminiscent of his past life.
As a registered adventurers in his past life, he was familiar how Public Order was operated during the emergencies.
There were more he was familiar of, such as paying taxes, eligibility for military service, and other civil obligations.
As far as he remembered, those who were in the military had their income taxes rightfully remove.
That was why, aside from becoming a merchant, one of the ordinary citizen’s dreams was to enter the military, be exempted from the taxes and enjoyed the civil rights granted to them.
Including the players.
Unfortunately, entering the military required to undergo a long tedious training, which Max could not afford to.
It only took them an hour to finish reading and discussing the volume.
Jeremiah even pointed out some flaws from the Civil Law, but those were optional and conditional—the Empire might not perceive the flaws yet...
