This is merely the summoning power of a single Legendary Fourth Rank Abyss Lord.

Bear in mind that the Ghost Race Plane’s population across the Five Great Ghost Clans totals several hundred billion, and this hasn’t filled the entire Ghost Race Plane, merely occupying the majority of regions conducive to their inhabitance.
