For many universes, it was hard to perfectly say who was the strongest powerhouse. That was because most of the time, even some of the strongest people had counters which were super effective against them.
But without knowing about Elena, who was an absolute anomaly herself, the top powerhouses of this universe, who were the leaders of the top ranking orginisation, they had one person in mind whenever this topic had came up.
This person in question was also a derivative concept user but not a traditional one. There was something very very special about this person.
This powerhouse in question was a derivative concept user who had the full support of the will of the universe and utilising that, the strength of this person had reached a level that was unbelievable and the derivative concept had turned into a full fledged ability with a perfect ready made system.
Fortunately for the universe guardians, this person was not a schemer or something like that. So when the universe had stopped protecting the secrets of this person, the leaders were able to gather information regarding the abilities of this person quite easily.
This person had no battle expertise, no others skill to support her and nothing to stop the analyse of the abilities. So this person was more amature than even a rookie adventurer.
And even their levels were just in 8000s. But even then, the top powerhouses of the universe had to risk their life in order to defeat and seal this anomaly.
In the long history of the world, the seals of these derivative concept users had came loose several times and even cases like an avatar coming out like what happened with Nyxarae, was also not uncommon. But the seal that was used on this broken calamity, it had never came loose.
And the reason behind this was the first brother. Most of the time, he stayed near this seal in order to continuosly strengthen it and make sure that this powerhouse could not come out under any circumstances. No one else was getting that much attention from the person who most probably was the second strongest person in the universe.

Hearing all this, Elena was truly extremely surprised. Now she was really getting curious about what kind of powers this person had. She was even feeling quite excited while listening about this person.
The Arbiter did not keep Elena waiting and immediately started to explain the abilities of this broken powerhouse to her. Elena and all the other people sitting in the table also listened intently about the powers of this person who was being glazed to the heaven.
Feeling everyone’s curious and excited stares, the Arbiter did not change her expression at all and continued speaking in her same serene and calm voice.
"The name of the ability in question is "Story" and this ability is divided into three sub abilities which are - Prologue, Main Story and Epilogue.
Prologue is something that allows the owner of the ability to start a situation in any way they likes. For example, before a battle, if this person want their enemies to be suffering from debuffs and such, that wikl immediately become true.
It was an utterly broken ability that ensures that this person will always be in an advantage no matter what the situation was."
Saying this much, the Arbiter stopped for a few moment. But all the other people on the table were already holding their breath.
From how the Arbiter spoke about this ability, it looked like it was not something that could be resisted by the fate or similar concepts. If that was true, then even just this sub ability alone was utterly ridiculous.
As everyone was thinking this, the Arbiter continued.
"The second sub ability, Main Story has the power to manipulate anything and everything. It is something that could completely control the flow of all the elements in any incident and not just battle. It was basically like an all wish fulfilling cheat."
Once more, the people were surprised. The first one was already ridiculously strong and the second one turned out to be even more powerful. How insane was that ?
After learning this, Chisato was unable to stop herself from questioning the Arbiter -
"So how did boss even manage to fight this crazy person off ? From what I am hearing, it looks like this person is absolutely invincible."
Hearing this, Arbiter actually nodded her head. When all the details of this ability was easily shown to the leaders of the top orginisations, they had also actually thought the same. This person really sounded like someone who truly invincible.
But fortunately for them, this person in question was ameture and extremely inept at using these sub abilities too. This ability was broken and that was without a doubt. But it was not an easy ability to use.
The complexity of this ability was quite high. One needed to perfectly manage the flow of the events to make this skill a sucess. Any plot holes and such would immediately make the ability to fail.
And the owner of this broken abilities was not really a good thinker. And that lack of imagination and experience was the only reason why she was defeated. But killing her was impossible because of the continuous support of prologue.

After explaining all this, what the Arbiter said next made almost everyone present in the table to go pale with fright.
"But among the three sub abilities, the third and the last one was definitely the strongest and we have no doubt about it. With how unskilled this person was in using these broken abilities, five of us together were still strong enough to defeat this person.
But that outcome had not came to be only because of the existence of this ability, which was also most probably the easiest one to use.
The Epilogue was capable of bringing most things to an end. These things can be anything. Life, phenomena or even worlds. As long as there were nothing to block this ability, the targets will reach their absolute end."
It was such a broken ability, everyone present became speechless. Now it made perfect sense why the leaders of the top orginisations were so worried about this powerhouse coming out of the seal. Even Nyxarae was speechless after learning it.
