What Zhou Shen hadn’t expected was that the plan perfectly embodied the great man’s development strategy of "surrounding the cities from the countryside." It had similarities to his own previous thoughts, but this plan was far more complete, even addressing many details and potential problems he hadn’t considered.

It would be understandable if there was a professional team behind him, but if that were the case, there wouldn’t have been much need to hire him.
