Chapter 631: Training Materials

The folder sat on her desk like a coiled serpent.

Seraphina Vance had read its contents seventeen times since the intelligence division delivered it at dawn. Each reading revealed new threads. New connections. New problems that made her temples throb with the particular headache reserved for situations that defied her carefully maintained order.

Satori Nakano. The Zero who wasn’t. The anomaly who shouldn’t exist.

She lifted her teacup and took a slow sip, letting the warmth settle into her chest. The blend was her personal reserve, grown in the VHC’s private biodome, harvested by staff who understood that touching the President’s tea without permission meant immediate reassignment to the Outer Wards.

The morning sun slanted through her office windows, casting long shadows across the pristine white marble floor. She’d designed this space herself when she took office ten years ago. Every element served a purpose. The floor-to-ceiling windows that made visitors feel exposed. The desk positioned to catch the light in a way that left her face partially in shadow while illuminating anyone seated across from her. The complete absence of personal photographs or decorations that might reveal weakness.

A soft chime indicated someone at her door.

"Enter."

Director Chen stepped inside, his posture rigid with the particular tension of a man bearing bad news. He’d been running Aegis Prime for fifteen years, survived three regime changes, and navigated more political minefields than most Hunters faced in their entire careers. The fact that he looked nervous told her everything she needed to know about the morning’s briefing.

"Madam President." He stopped at the appropriate distance from her desk. "The preliminary analysis on the Nakano subject is complete."

"And?"

Chen placed a tablet on her desk, his fingers trembling almost imperceptibly. "His growth trajectory continues to defy all established models. The data from the Olympus Rising operation yesterday shows combat capabilities that exceed his registered C-Rank by a factor of at least three."

Seraphina set down her teacup. The porcelain made a soft click against the saucer.

"Explain."

"He engaged three operatives equipped with prototype Aspect suppression technology. The devices should have incapacitated any normal Hunter within seconds. Instead, they had no visible effect on him whatsoever." Chen’s voice tightened. "He then proceeded to neutralize all three targets using a combination of pyrokinetic abilities, physical combat, and what our analysts believe was some form of spatial manipulation."

"Spatial manipulation is not listed in his Aspect profile."

"No, Madam President. It is not."

She rose from her chair and walked to the window, clasping her hands behind her back. The city stretched below her, millions of people going about their ordinary lives, completely unaware of the forces that shaped their world. The VHC building stood at the heart of Ward 1, the governmental district, its spire reaching higher than any other structure in the skyline. A deliberate architectural choice. A constant reminder of where power truly resided.

"What is the Valerius family’s involvement in this?"

Chen shifted his weight. "Our intelligence suggests they provided the suppression technology to the operatives. The attack appears to have been an unauthorized field test using Reyna Cabana as a target."

"Unauthorized by whom?"

"By us, Madam President. The technology was developed in one of our black site facilities. The Valerius family appears to have acquired it through unofficial channels."

Seraphina turned to face him. Her expression remained perfectly serene, but something cold settled behind her eyes.

"You’re telling me that experimental VHC technology was stolen from our facilities, transferred to a private family, and deployed against one of the nation’s most valuable Hunter prospects without anyone in this organization raising an alarm?"

"The investigation is ongoing, Madam President. We believe there may be internal—"

"I want names on my desk by end of business today. Every person who touched that project. Every security checkpoint the technology passed through. Every communication between VHC personnel and the Valerius family for the past six months."

"Yes, Madam President."

"And Director Chen?"

He stopped halfway to the door.

"The people responsible for this security breach will be reassigned to the Sanctions Division. Not as operatives." She let the implication hang in the air. "As training materials."

Chen’s face went pale. "Understood."

He left quickly, his footsteps echoing down the corridor outside.

Seraphina returned to her desk and opened the folder again. The photograph clipped to the first page showed a young man with unremarkable features, dark hair, and eyes that held something far too old for an eighteen-year-old. The expression in that photograph bothered her more than any of the data points. It was the look of someone who had seen too much. Done too much. Lost something essential and rebuilt themselves from the wreckage.

She knew that look. She saw it in the mirror every morning.

Her office door chimed again.

"Enter."

This time it was Magistrate Haruki, head of the VHC’s legal division. A thin man with sharp cheekbones and the perpetually exhausted expression of someone who spent their days navigating the intersection of law, politics, and raw power.

"The Valerius family has formally requested a meeting to discuss the incident. They’re claiming their operatives acted independently and without family authorization."

"Of course they are."

"They’re also threatening to file a formal complaint regarding the injuries sustained by their people during the confrontation with Nakano."

Seraphina laughed. The sound was soft and musical and completely devoid of warmth.

"Three armed operatives attacked a depleted A-Rank prospect with experimental weaponry, and they want to complain about injuries?"

"The family’s position is that Nakano used excessive force."

"The family’s position is that their little power play failed spectacularly and they’re scrambling for damage control." She picked up her tea again. "Deny the meeting request. Inform them that any further communication regarding this matter should go through official channels. And Haruki?"

"Yes, Madam President?"

"Begin preparing charges against the Valerius family for unauthorized acquisition of restricted technology, deployment of said technology against a licensed Hunter prospect, and conspiracy to cause grievous bodily harm. I want the paperwork on my desk before the end of the week."

Haruki’s eyebrows rose slightly. "That’s quite aggressive, Madam President. The Valerius family has significant political connections."

"The Valerius family has become a liability. Their connections won’t save them from the consequences of attempting to sabotage one of our most valuable assets during an active Gate crisis."

"As you wish."
