But those possibilities lay far in the future. For now, he would only focus on the immediate tasks: taking down a few local Tier 3 powers, officially establishing the Federation, cultivating the latent potential of the human race, and gathering scattered members of the True Dragon Clan to integrate them into his empire as guardian gods of sorts.

Once those pillars were secure, he would take over the entire galaxy, forging it into an impregnable baseline from which he would begin the true war across the cosmic expanse.

That was the small goal he had set for himself. But currently, he was far from it. For that, he would need to make his empire reach at least Tier 6 or even Tier 7 to possess real capabilities within the vastness of the universe. But that was talk for the future; for now, it wasn’t his focus, as it was simply too far away.

Shaking his head, he pushed aside those thoughts and focused on the matter at hand. This time around, he didn’t have his usual reservations. In this brief period, with the help of the universal domain’s time dilation, his empire’s foundation had solidified before even being officially founded. It had reached a point where, even without him, it could continuously push forward and complete the goals he had set on its own. Though the time required to get there would be a bit higher without his direct hand, it wouldn’t be by much.

"The time has come for us to show our hand a bit, if only to stay away from these constant, small troubles!" Kallus declared.

"Sometimes, to stay out of trouble, an empire doesn’t have to vanish from everyone’s sight—especially an empire with immovable territory, and one of the human race at that. Instead, one can only step up and show his prowess to make everyone wary, forcing them to stay the hell out of our way and think twice before causing trouble because they will know the consequences."

He narrowed his eyes, his voice sharpening. "This is something we actually haven’t established yet, but it is something we should definitely establish. After all, we have far too many important things to do to be bothered by these insects."

He paused, letting the weight of his words sink in before continuing. ’To plant this fear into the deepest corners of the galactic powers, I need to step up and show my methods personally. To create a proper example, it is a must that we show the galaxy what happens to those who oppose us when they had a perfect chance to be our friends. This will be achieved once we take down the few Tier 3 powers around us.

Third, we will show our allies that when they are in need, we won’t let them stand alone. Our willingness to provide help to the best of our ability will be proven when we help Empress Valoria and her empire stand tall again.’

Saying that, Kallus fell silent, calmly overlooking the assembly.

The council members slowly nodded their heads, their voices echoing through the chamber. ’Your order is our command.’ They accepted his directives completely, offering no pushback whatsoever.

Their unified response made Kallus happy. This was exactly how they would move.

"Grand Admiral Mav Lark, Grand Admiral Yuki Wooden, and Grand Admiral Anky Clark,’"Kallus called out, looking at the three figures sitting in the central area alongside Ezra and the older grand admirals—older, at least, in terms of their tenure in these high positions.

Hearing their names, the three of them stood up instantly, saluted, and spoke in unison. "Orders, Imperial Commander!"

"No need to be so courteous. Everyone, at ease,’ Kallus said smoothly. ’The three of your fleets will be moving together. Your target this time around will be the northern-bound nations in the outer galactic region, pushing straight toward the outer area of the inner region."

The core territory of the Celestial Void Empire lay in the southern part of the galaxy’s outer regions, right in the middle of the outer rim. Much of the outer region south of the Celestial Empire was already firmly in their hands, having been captured from the Minotaur Clan that previously held it.

The rest of the southern territory belonged to the Genome Empire and the Azure Imperium, stretching from the outer southern part to the southwestern quadrant, which was also where the Orc Clan was situated.

But with Commander Alex taking charge of taking down the Orc Clan, that territory would soon be added to their own, leaving the Genome Empire isolated. As for the Azure Imperium, they were already part of the alliance, so they required no military consideration. This much, everyone in the room knew well.

Therefore, targeting the northern side was only natural, as it headed directly toward the core sectors of the galaxy.

Kallus continued, his gaze cold. "There, you will need to eliminate almost a hundred Tier 2 powers, and even one quasi-Tier 3 power. They are all mostly unfriendly to us, having openly shown their intent to act not as allies, nor even to remain neutral, but instead to stand as our enemies."

He narrowed his eyes, delivering the order bluntly. "Make sure these powers are wiped off the face of the galaxy, leaving none alive. But ensure you rescue any humans if they are found there. As for the rest, you know what to do."

Mav Lark, Yuki Wooden, and Anky Clark did not hesitate for a single moment, despite hearing an order that essentially commanded them to go and slaughter trillions. They were not soft-hearted people—no one in their position could afford to be. Those who opposed them were their enemies, and enemies did not deserve their pity, nor would they ever show it. They had no intention of leaving a hidden threat at their backs.

Any enemy of theirs would receive the exact same treatment, no matter what. To leave survivors out of pity, thinking ’Oh, the common people are innocent, it’s only the higher-ups who are corrupt and evil,’ was nothing but wishful thinking. Once they destroyed a nation’s top powers, would those common citizens not harbor deep, burning hatred against the empire? Leaving them alive was an impossible scenario that only invited future rebellion.

In the history of the galaxy, many empires had fallen just because of that single mistake—a fact Kallus had seen clearly after reviewing a vast variety of historical records. Therefore, neither Kallus nor his people would spare any care for those who chose to oppose them. They would only safeguard themselves, their own citizens, the common people of the empire, and the human race as a whole, alongside their trusted allies.

"As you command, Imperial Commander!" the three Grand Admirals uttered with absolute conviction. Showing no signs of hesitation, their resolve pleased Kallus and the rest of the council immensely.

"Good," Kallus said. "Make the preparations and have your three fleets ready within forty-eight hours. That is when you shall make your move."

"We accept your command!" the three spoke again. They turned and moved quickly, leaving the war council directly with their orders in hand. There was no further need for them to stay, as their directives were clear, and so was everything they needed to achieve.

Kallus then focused his attention on the next group. "Grand Admiral Ryan, Grand Admiral Thrawn, and Grand Admiral Kael."

The three, just like their predecessors, stood up instantly and saluted. "We are here! Orders, Imperial Commander."

"Grand Admiral Ryan, you will be leading this operation, and you two will follow her command," Kallus designated firmly. "Your goal will be to provide maximum support to the Dark Angel Legion—or what will soon be called the Dark Empire under Lord Lucifer—and the White Moon Wolf Empire as they deal with the White Holy Angel Empire and the Blood Moon Empire. However, you must do so without causing unnecessary harm to your own forces or compromising fleet safety.

Additionally, you are to give minimal support to the Dark Sun Empire. Let them seize a small bit of territory from those two empires, but the vast majority of the land must fall into the hands of the Dark Empire and the White Moon Wolf Empire. Along with that, you need to ensure that the high-tier resources and resource stars from the territories of those two Tier 3 empires fall securely into our hands. These conditions have been discussed already, but for the sake of assurance, you need to keep your focus strictly on them.

This is your mission. There should not be any additional trouble, but if unexpected variables arise, you are authorized to decide on your own course of action. You have full operational freedom for that. No questions asked."

"We understand and accept the order," the three simultaneously spoke in agreement.

"Good! Have your fleets prepared for the operation. Since this is a long-term mission, take ten Tier 6 Extreme Supply Ships with your fleets, completely stocked with ammunition, food supplies, onboard repair centers, and manufacturing plants!
