On October 26, Tianyancha (a corporate information website) displays on October 25, new case filing information regarding Sichuan Ziqi Culture Communication Co., Liu Tongming, and Hangzhou Weinian Brand Management Co., Ltd. The first-instance plaintiff is Sichuan Ziqi Culture Communication Co., and the defendants are Hangzhou Weinian Brand Management Co., Ltd. and Liu Tongming. The court handling the case is the Intermediate People’s Court of Mianyang, Sichuan Province.
Shareholder information shows that Sichuan Ziqi Culture Communication Co. is held by Hangzhou Weinian Brand Management Co., Ltd. and Li Jiajia (Li Ziqi), with shares of 51% and 49% respectively.

Deputy Director Wu Liangyou of the National Health Commission’s Disease Control Bureau introduced the situation: since multiple aggregation-associated epidemics occurred in multiple regions starting October 17, a total of 133 infected cases have been reported until 24:00 on October 23.
The source of the current outbreak is still being traced and investigated; however, the transmission chain is relatively clear overall. Among the 133 reported infections, 106 cases are related to the tour group transmission chain, involving 13 tours or self-driving trips.

Wu Liangyou, Deputy Director of the National Health Commission’s Disease Control Bureau, stated that according to existing epidemiological tracking and virus sequencing results, the virus’s whole genome sequence of the cases shows low homogeneity with previous domestic pandemics, suggesting that the current outbreak originated from a new source of overseas entry.
Wu Liangyou further explained that the virus in this outbreak is the Delta variant strain, with high viral nucleic acid loads present in respiratory samples from certain cases, indicating larger viral emissions from cases, a stronger transmission capability, and an increased risk of secondary spread in exposed populations.

Mi Feng, the spokesperson of the National Health Commission, expressed that currently, the overseas pandemic continues to spread while seasonal factors overlap, making it easy for the outbreak to spread and expand. Since October 17, scattered local outbreaks have appeared rapidly across multiple domestic points, affecting 11 provinces within a week. Many infected individuals are associated with cross-regional travel activities, and the risk of further outbreak spread continues to rise.
Wu Liangyou also stated that most cross-regional infected individuals discovered so far are associated with tourist groups or self-driving tourists, with significant cross-regional mobility among potential risk personnel, involving many provinces, and increasing the risk of further spread of the outbreak. Overall, currently, the outbreak is in a rapid development phase, with the number of non-tour group cases starting to increase. It is expected that with ongoing risk population checks and screening efforts, the number of reported cases will continue to rise in the coming days, and the scope of the outbreak may further expand.
