Worth mentioning is that the protection of wild animals is even more complicated than Yangtze River management, and the main work actually has to be carried out through the cooperation of multiple administrative organs including Industry and Commerce, Agriculture, police, Forestry, and others.
For example, the permits and approvals for hunting, domestication and breeding of terrestrial wild animals, as well as for their sale, purchase, utilization, and release, are mainly the responsibility of the Forestry department. In short, just this one case of illegally hunting, trafficking and illegally operating Yangtze finless porpoises involved several departments.
This was not just an administrative case for the Fishery Administration and Industry and Commerce; it was very likely also a criminal case!
The Ocean Fishery Bureau had never encountered such a case before, and their Legal Affairs Department was studying it. Illegal hunting of a Class II protected animal is punishable by up to five years’ fixed-term imprisonment or criminal detention, and a fine. If they took a hard-line approach, they would have to transfer the case to the Changhang Bureau for filing and investigation.
No matter how rare a Yangtze finless porpoise is, it is still just an aquatic animal; if that crew member ended up in prison for killing one finless porpoise, just thinking about it made one feel regretful.
From the bottom of his heart, Han Yu felt that fining him a bit, letting that crew member learn his lesson and remember it would be enough. But this was not something he could decide, and not even Director Zhou’s word would count.
Because this was the first case the Ocean Fishery Bureau had encountered since its establishment, it had long been reported to the Provincial Ocean Fishery Bureau, and the media had already reported on it.
