A guard saw Sikinkov and paused for a moment.
Sikinkov walked with his hands behind his back, his face exuding the authority of a leader on inspection, acting as if no one else existed around him.
Seeing the guard’s gaze, Sikinkov glared back directly: "What are you looking at? Young man, you seem quite underworked during your shift."
Though the guard didn’t understand why the Director of the Public Security Bureau would be there, as someone from the lower ranks, he dared not question. He quickly nodded compliantly, making way for him, and then continued his patrol.
The underground space was vast, and Sikinkov soon walked out of the guard’s line of sight, quickly making his way to the deepest terminal control room.
Upon reaching the terminal control room’s door, the security system projected a red scanning beam that focused on his eyes.
The scan lasted a moment, actually only a dozen seconds, but it felt so long to Sikinkov under his anxious mindset that he wondered if he had been exposed.
Finally, as the scanning beam turned green, a line of words appeared on the LED screen next to the door:
[Welcome, Mr. Watanabe No]
Sikinkov breathed a sigh of relief and stepped inside.
The terminal control room housed a large intelligent computer, remotely controlling all mechanical systems in the Rust Wall District. Every command could be issued from here, holding the highest priority.
Sikinkov inserted a key chip into the computer, unlocking the system and beginning his operation...

The secretary was organizing documents at the administration desk. At that moment, the elevator doors opened not far away, and several figures walked out one after another.
Seeing who was leading them, the secretary stood up respectfully: "City Council President Amir, hello."
Amir seemed displeased and asked, "Where’s Watanabe No? At a time like this, he’s not even answering the phone."
The secretary hurriedly explained, "He just finished discussing something with Mr. Sikinkov and said he was a bit tired and wanted to rest, told us not to disturb him, so perhaps his phone is on silent."
Amir’s expression suddenly turned strange: "What did you say? Sikinkov was here?"
The secretary nodded, "Yes, he just left not long ago."

Suddenly, a peculiar feeling enveloped Amir, and a bad thought came to his mind. He quickly walked towards Watanabe No’s office.
Amir abruptly opened the door and approached Watanabe No, who was slumped over the desk, giving him a push: "Watanabe No, you..."
The push startled him. Watanabe No suddenly collapsed onto the ground, clearly unconscious, and the safe under the desk had been violently broken open.
Amir’s face immediately changed dramatically, and he shouted to the panicked crowd outside the door, "Lock down the entire command center! Find Sikinkov for me!"

In the underground terminal room, Sikinkov had just entered the computer system when suddenly, the room lights turned red, and a piercing alarm sounded.
Meanwhile, urgent footsteps and noise came from the corridor outside.
"Tch..." Sikinkov made a reluctant sound. Under intense pressure, his movements inevitably distorted, affecting his operational efficiency, and beads of sweat appeared on his forehead.
"Boom!" With a loud noise, the terminal room door was opened, and the guards stormed in.
Seeing Sikinkov operating at the terminal computer, they all shouted in alarm, "What are you doing?! Stop it now!!!"
Sikinkov, under immense pressure, finished typing the last command.
Before the guards’ hands grabbed his arms, he forcefully pressed the enter key, inputting the command into the system, reaching the execution level.
Almost simultaneously, Sikinkov was subdued by the guards, forcibly pinned down with a "thud" in front of the platform.
Soon, people poured into the terminal room, including many technical staff who hurriedly took over the terminal computer, scrutinizing Sikinkov’s history of operations.
Amir also rushed in with others, angrily shouting at Sikinkov, "You madman! How dare you mess around here? Do you want to end up in a military court?!"
Sikinkov said nothing, merely staring intently at the technicians in front of the terminal computer, observing their reactions.
A moment later, a technician exclaimed, "He shut down all systems in the Rust Wall M6 District, including the restricted zone warning units, heavy artillery city defense equipment, transport channel control systems... all shut down."
Amir immediately ordered without hesitation, "Restart them, now!"
The technician’s face looked grim, "It can be done, but according to system logic, restarting would take at least 12 hours."
Upon hearing this, Amir flew into a rage, grabbing Sikinkov’s collar and shouting, "Look at what you’ve done!"
In contrast to the shocked crowd, Sikinkov at that moment let out a sigh of relief, calmly stating, "I will take full responsibility for the illegal operation of the terminal and all subsequent consequences from the stolen key."
"Now, please dispatch part of the Public Security troops to the Rust Wall District to prepare to accommodate the frontier refugees entering the city."
Amir’s facial muscles twitched, his voice tinged with coldness, "To you, that twisted sense of morality has already outweighed your official duties, hasn’t it?"
Sikinkov sternly retorted, "First of all, I don’t think my sense of morality is twisted. I am an official of New Moon City, with the duty and obligation to protect people, including those from both the Inner City and the frontier."

"This is my doing alone; no one else was involved, and if it goes to military court later, it’s all on me."
Amir fell silent for a moment after hearing this, his gaze deepening in a way that was hard to understand, his tone turning sinister: "You think you’ve figured it all out well, don’t you?"
"You think with M6 District’s systems down, and needing 12 hours to restart, we’re unable to do anything and have no choice but to go along with you?"
"Let me make it clear to you, I am responsible only to those who order me, and I refuse to be coerced in any form."
"The heads of the major enterprises have made it clear to me that the Rust Wall must remain sealed, at least until all their people and assets are completely transferred. Those frontier people can only stay outside as scapegoats."
"And what I have to do is follow their instructions, ensuring their will can be executed, no matter what happens and regardless of the price."
Seeing the menace in Amir’s eyes, Sikinkov was taken aback, sensing something was amiss: "What are you trying to do?!"
Amir: "Someone, pass on my orders."
"City Council President." An aide came up beside him.
Amir stared into Sikinkov’s uneasy eyes and a cold smile appeared on his face, deliberately not speaking, as if savoring that anxious expression.
After a moment, he finally spoke slowly, and the next words sent the surrounding atmosphere plummeting to freezing point.
"Rust Wall Defense Team’s Commander Watanabe No was attacked and fell into a coma. According to emergency protocols, I will temporarily take over all command authority."
"Order the garrison in Rust Wall M6 District to take up arms and establish a defensive line at the city gate."
"Anyone from the frontier attempting to enter the Inner City—shoot on sight!"
