It was just that, although they could come and get with people outside of a stronghold, as long as a person entered a stronghold, then, the inter-stronghold communication device would be required.
The one that Jack had been given together with Celine was the one that was given to the 10th star ordinary humans. Currently, the communication devices that were used by superhumans were not available inside this Stronghold.

Jack could see the trace of disappointment within Celine's eyes. But still, there was nothing that he could do about it. The matter concerning the system was something that was sensitive.
Even he himself did not understand the origin of the system, but, he knew that the system was something that came from outside of the blue planet. It was mysterious, and it possessed incredible abilities that were way beyond the understanding of science.
Although it might be true that the system was currently affecting Celine as well, but still, he was not willing to expose her directly to it. He wanted to make sure that in case there was anything that went wrong, then, he was the one who was going to handle it, making sure that Celine was safe.
