A weak divine consort like Ding Jie'Er has very little female spiritas nobles under her and they are often the lowest ranking nobles.
In order to pass a new law, a divine consort must gather 80% of the votes, which is an extremely difficult thing especially if the city-state have several divine consorts fighting for supremacy.
And under the sacred laws of their Ancient First Divine Consort Ai Tina, a self-governing city-state must have at least 3 divine consorts or else it would have to join an alliance.
Naturally this rule did not apply to the Ancient First Divine Consort who rules all the city-states and she also happened to be the first divine consort.
But this rule is meant for the future city-states to prevent them from degenerating into in-fighting when the numbers of divine consorts have increased in the future as compared to the rule of the divine lords who were always waging wars on the city-state of one another.
The dissolution and the new formation of alliances are allowed in the new era of the divine consorts as long as there are at least 3 divine consorts in a major city-state.
The fertile crescent plains of the Peloponnesian Great Continent was the birthplace of the Ancient First Divine Consort Ai Tina and therefore, there are more divine consorts than anywhere else.
In fact, there are 36 other divine consorts in the other 11 major city-states of the Northern Alliance Theology Olympiad.
The irony is that the other regions have city-states that are tens of times more city-states than the city-states of the Northern Alliance Theology Olympiad.
This is actually the main reason why there is an alliance of the 12 major city-states in the first place, to combat the bigger size of the more numerous city-states.
Although the Northern Alliance Theology Olympiad looks powerful with its numerous divine consorts but there were some other city-states that have no less than 40 divine consorts and they have formed their super city-states into an empire.
In fact, there are 3 spiritas empires in the Spirit Divine Realm that have their own Empress Consort after getting more than 80% of the popular vote.
But the focus would be this part of the region in the Spirit Divine Realm.
And tomorrow will be a different thing in the senate.
It is because for the very first time, all 5 divine consorts will be voting for a male great spiritas hero and he is Ji Yuan.
