It was Noah efficiently beginning a process of producing an army of Apex Aeonic Lifeforms among his own people.
The process of raising a dreadful army that would far outstrip what any of the aboriginal Lineages of the Aeonic Haven of Dissolution had!

Enclosed in their own verdant domain with walls nobody could peer across, one of Noah's bodies stared at a father and daughter as he spoke with a smile.
"It seems you truly didn't understand your daughter, Caesar. The Singularity Overseers are so desperate for her that they offered me their support for turning you over, and now they're going to be fighting with the Noblesse after I told them to fuck off."
