The National Security Council (NSC) meeting, which had been scheduled for 9:00 p.m., was held one hour earlier at the National Crisis Center due to reports that the Russian Far Eastern Fleet was on its way to Hokkaido.

“If the Far East fleet’s final destination is Hokkaido, they will change course here and land in Ishikari as the coastline of Ishikari is ideal for landing.”
Minister Kang Yi-sik circled the upper coast of Ishikari with the laser point.
“As for now there are six Hocula destroyers moving north at the highest speed at 20 kilometers west of Matsuma County.”
Minister Kang Yi-sik pointed out the 7th fleet’s current location and expected route.
“If the Far East fleet moves north and changes course toward Ishikari, it will encounter our 7th fleet about 250 kilometers away. If a clash with the Far Eastern fleet occurs, destroyers from the 1st Fleet will attack the Far Eastern fleet’s rear at seven o’clock.”
